Overview
An energy district concept for the City of Amberg in Bavaria, built around a heat atlas for the Luitpoldhöhe redevelopment area. The project set out to improve energy efficiency across the district and unlock new potential for heat supply, starting from a detailed survey of renovation status and building age classes.
From that baseline, a comprehensive catalogue of measures for energy retrofitting was developed — including the option of a district heating network — with each measure evaluated on cost-effectiveness, security of supply, social acceptability and ecological efficiency. Close cooperation with the municipal utilities and participation by local residents were central to the concept's acceptance.
I carried out the building-level heat demand and building-stock analysis and produced the cartography and WebGIS for the project, working alongside colleagues at Plan4Better.

01Building Stock Survey
Surveyed the renovation status and building age classes across the Luitpoldhöhe redevelopment area, establishing the baseline for all subsequent analysis.
02Heat Atlas
Built a building-level heat atlas mapping heat demand across the district — the core deliverable of the project and the basis for assessing supply options.
03Renewables & Waste Heat Potential
Analysed the potential of renewable energy sources and waste heat in the area, and assessed whether a district heating network would be viable.
04Measures, Participation & WebGIS
Developed the retrofitting measure catalogue, evaluated each measure on cost-effectiveness, supply security, social acceptability and ecological efficiency, ran stakeholder and public participation with the municipal utilities, and delivered the results through the GOAT WebGIS.
Planning Cases
- Assessment of renovation status and building age classes
- Potential analysis of renewable energies and waste heat
- Comprehensive catalogue of measures for energy redevelopment
- Stakeholder and public participation
- Provision of the GOAT WebGIS
Tools & Technologies
- GOAT (Plan4Better) — WebGIS delivery and cartographic output
- Building-level heat demand modelling for the heat atlas
- Building age class and renovation status data
- Renewable energy and waste heat potential analysis
Outcome
Delivered a heat atlas and energy district concept that gives the City of Amberg a building-level picture of heat demand in the Luitpoldhöhe redevelopment area, a prioritised catalogue of retrofitting measures assessed against economic, social and ecological criteria, and a WebGIS through which the municipal utilities and the public can explore the results.
